American Rescue Plan Act

The American Rescue Plan Act will help CT residents by significantly increasing financial help and making it available to more people at higher income levels. Access Health CT will open a Special Enrollment Period for new/returning customers from
May 1 – August 15, 2021.

The American Rescue Plan Act (ARP) which President Biden signed into law on March 11, will make health insurance coverage more affordable and accessible for many Connecticut residents during the current health crisis, by virtually eliminating or vastly reducing monthly payments (premiums) for many people with low and moderate incomes who enroll through Access Health CT; and providing new financial help for people with somewhat higher incomes who can face high premiums.
Access Health CT will have a new Special Enrollment Period for residents who are underinsured, uninsured, or would like to receive newly available financial help from May 1 - August 15, 2021.

A Special Enrollment Period is a special window of time during the year when you can enroll in health and/or dental insurance coverage through Access Health CT. To get a Special Enrollment Period, you must prove that you have a Qualifying Life Event – and you will have 60 days from the date of that event to complete an application with Access Health CT. Please note that if you qualify for Medicaid/CHIP, or if you are an American Indian or Alaska Native, you can enroll any time of year.
For now, 2 years. The law increases financial help (premium tax credit amounts) for monthly premium payments for all income brackets for coverage years beginning in 2021 and in 2022.
Yes, beginning May 1, 2021. Access Health CT is Connecticut’s official health insurance marketplace, where you can shop, compare and enroll in quality healthcare plans; and it is the only place where you can qualify for financial help to lower your costs, or be eligible for free or low-cost coverage through HUSKY Health (Medicaid/Children’s Health Insurance Plan/CHIP).

There are no changes to how someone qualifies for HUSKY Health. The American Rescue Plan added COVID-19 vaccine and treatment coverage to more Medicaid programs, including the new COVID-19 Uninsured Coverage group.
Taxpayers who receive unemployment insurance during any week beginning in 2021 may be eligible to receive additional amounts for premium tax credits to help pay for 2021 coverage through Access Health CT, and may also be eligible to enroll in a plan offering cost sharing reductions meaning lower out-of-pocket payments for services and supplies.
The American Rescue Plan provides for temporary COBRA premium subsidies (financial help) for up to 6 months (April 1, 2021 - September 30, 2021). Subsidies will cover 100% of the monthly cost of COBRA while people are eligible. The law requires the former employer to pay the COBRA premium for subsidy-eligible individuals; the former employer will receive a tax credit for this cost from the federal government.
A change in your life — like losing health coverage, getting married, having a baby or moving to Connecticut— that can make you eligible for a Special Enrollment Period, allowing you to enroll in health insurance outside the yearly Open Enrollment Period.

Do you need health coverage right now?  You may also qualify for coverage through Access Health CT at any time if you have a Qualifying Life Event (QLE) through a Special Enrollment Period (SEP). Special Enrollment Period is a time outside of the Annual Open Enrollment Period when you can sign up for health insurance coverage through Access Health CT.

Common Qualifying Life Events

Qualifying Life Events open a Special Enrollment Period to enroll in health insurance anytime of year. Typically, you have 60 days from the date of your Qualifying Life Event to begin an application. You will also be required to verify your qualifying life event in order for your coverage to begin.

Residents who are underinsured, uninsured, or would like to receive newly available financial help from May 1 to August 15, 2021.

Losing your coverage due to job change.  Voluntary cancellation of coverage or termination by the insurer due to non-payment of monthly payments (premiums) does not qualify as a QLE.

Exhaustion of COBRA coverage. Early termination of COBRA coverage does not qualify as a QLE.

Losing coverage through your spouse or parent.  Be sure to know when the policy will end in order to understand the best time to enroll.

Have this information for yourself and anyone in your household applying for coverage:

• Dates of Birth
• Social Security numbers
• Visa, green card or immigration documents
• Most recent W2 and/or Form 1040, Form 1099
• Current insurance coverage
• Paystubs, Profit & Loss statements, or other employment information to confirm income for everyone in your tax household
