A new federal law was passed in March 2021, the American Rescue Plan Act, and it changed the way we calculate financial help for customers for this year and 2022. Many more customers will now qualify for financial help to lower the amount they pay for their plan. There could be big changes ahead for your household, and we want to make sure you know how to take advantage of the new financial help available starting May 1, 2021.

If any of your household information has changed recently, or if you want to take advantage of any potential savings right away, sign in after May 1 to report any changes to your household information.  It is always important to keep your account up-to-date with details like your address and estimated household income.

Stand By

During the Summer of 2021 Access Health CT will automatically update premium tax credit amounts on behalf of current customers, if eligible. These customers will be able to opt out of the automatic update if they choose. Customers who are not eligible for an automatic update will receive notification and recommended next steps.

When You File Taxes

You can also wait until you file and “reconcile” your 2021 federal tax return next year (in 2022) to get any additional financial help (premium tax credit) amount you may be eligible to receive.

There are no changes to how someone qualifies for HUSKY Health. The American Rescue Plan added COVID-19 vaccine and treatment coverage to more Medicaid programs, including the new COVID-19 Uninsured Coverage group.
New premium tax credit savings will most often appear in the following month’s invoice for consumers. Depending on the date of consumer application update and invoice generation date from the carrier, a consumer may see their invoice for the next month updated to reflect the change. Consumers should make sure to update any autopayment arrangements with the new payment amounts for autopayments already set up through their insurance company, bank, or credit card.
Yes, to review your plan options and change your plan if you would like, you must contact the Access Health CT Call Center.

However, you must contact your insurance company regarding the treatment of any already incurred cost-sharing amounts such as deductibles and maximum out-of-pocket costs, and questions on the provider networks and prescription drug formularies. You should also speak with a broker who can help advise you on whether it could be beneficial to change your plan.

IMPORTANT: Please be aware that changing your plan during this time (May 1- August 15, 2021) will require you to call the Access Health CT call center and your insurance company. Please expect higher than usual wait times.
Taxpayers who receive unemployment insurance during any week beginning in 2021 may be eligible to receive additional amounts for premium tax credits to help pay for 2021 coverage through Access Health CT, and may also be eligible to enroll in a plan offering cost sharing reductions meaning lower out-of-pocket payments for services and supplies. The income for a taxpayer eligible to receive unemployment insurance benefits in excess of 133% Federal Poverty Level ($12,880) will be disregarded for purposes of determining eligibility for marketplace premium, and cost sharing subsidies (financial help) in 2021 for any taxpayer who is eligible for at least one week of unemployment benefits in 2021. As a result, taxpayers who receive Unemployment Insurance (UI) benefits at any time in 2021, will be eligible for a nearly $0 premium benchmark silver plan with comprehensive cost sharing subsidies this year.

o These enhanced subsidies (financial help) for unemployment insurance recipients are only for the 2021 coverage year.
o Access Health CT is tentatively planning to implement this in their system in the summer of 2021.
Maybe. Many consumers are already enrolled in plans that cost consumers nearly $0 per month. These consumers will not be able to take full advantage of their additional premium tax credit amounts with their current plan. They may be able to find plans with lower out-of-pocket expenses (what you pay for a covered healthcare service), and lower deductibles (amount you pay for covered healthcare services before your insurance plan starts to pay) for a similar premium this year or during open enrollment for the 2022 plan year. Important: If a consumer would like to change to a different plan, they will need to speak to their insurance company regarding any differences in plan networks and prescription drug formularies as well as any accumulators such as deductibles and maximum out-of-pocket amounts already paid in this year.
Maybe. Depending on the customer’s current application status and preferences, existing enrollees may be eligible for the automatic update. For consumers who don’t manually update their application after April 30, AHCT will communicate with consumers who will benefit from the American Rescue Plan changes and let them know if they qualify for the automatic update of new tax credit amounts. Consumers may also wait until they file their federal tax return for 2021 next year to get the additional premium tax credit amounts if they are eligible.
You may enroll in a Stand-Alone Dental Plan through Access Health CT during the Special Enrollment Period from May 1 - August 15, 2021. However, if you are currently enrolled in a Stand-Alone Dental Plan through Access Health CT, you will not be permitted to change that plan.
